Prosecutors in Japan have formally charged a 20-year-old US Marine with murdering and robbing a woman in Okinawa. The indictment was filed for Devin Jacob Ballard, who is stationed at US Marine Corps Air Station Futenma. He faces charges related to the death of Anna Yagi, 39, at a hotel in Naha.

The incident occurred on 3 October. According to the indictment document, Ballard allegedly strangled Yagi with a telephone cord. Investigators say he then took her backpack and wallet. Security footage from the hotel shows a man entering the building with Yagi. The same man is seen leaving alone while carrying her personal items.

Ballard was arrested on suspicion of the crime. He has denied the allegations, though investigators cited statements from him that suggest involvement. The case has intensified tensions between Japan and the United States regarding the conduct of American military personnel in the region. Prime Minister Sanae Takaichi described the crime as brutal and heinous.

Okinawa hosts a large concentration of US troops. Approximately 55,000 US soldiers are stationed across Japan, with the highest density located in Okinawa. This area has seen repeated criminal cases involving US servicemen. Previous incidents have sparked local anger and large-scale demonstrations.

In 1995, tens of thousands of protesters took to the streets after the abduction, beating, and rape of a 12-year-old girl. More recently, four sexual assault cases involving US troops were reported in Okinawa in 2024. One case involved Air Force member Brennon Washington, who received a five-year sentence for raping and kidnapping an underage girl. In 2025, Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.

Local and national officials have demanded stricter measures from the US. Okinawa Governor Genta Koja said the prefecture has repeatedly asked the US to prevent such incidents. He viewed the alleged crime as a sign of lacking discipline. The Japanese government registered a strong protest with the United States. Officials called for strict disciplinary action and thorough steps to prevent future occurrences.

Public reaction has been swift. About 100 people protested in Naha and Tokyo earlier this month. Many citizens have also expressed their outrage on social media. One user summarized the mood with the comment: Enough is enough.
