President Donald Trump is offering $1 million to anyone who reports voter fraud.

The offer, announced Monday on Truth Social, applies to both the upcoming election and past races. Trump said payment would follow the "arrest and conviction of those that created the fraud." He did not identify a funding source. A White House spokesperson referred questions about the payout structure to Trump's post.

Instances of voter fraud occur but remain rare. The conservative Heritage Foundation's tracker has logged more than 1,600 incidents over 40 years, a fraction of total ballots cast in that span. Common cases include filling out a deceased relative's ballot or misstating details on a mail ballot application, and such attempts are generally caught. Studies show noncitizen voting is also uncommon.

The reward follows a $25 million government fraud whistleblower program Trump unveiled recently, at which he told reporters he would decide who was worthy of the prize. He has also pledged $5,000 payments to Americans if Republicans keep control of Congress, again without naming a funding source. The midterm campaign trail has carried these promises to rallies across the country.

The offer sits within a wider push by the administration to influence midterm election rules. The Justice Department sued California officials seeking to segregate mail ballots it identified as going to potential noncitizens, and sued Alaska officials last week at Trump's request to block certification of the U.S. Senate race if GOP Sen. Dan Sullivan loses. Courts have blocked Trump from making sweeping changes to mail voting and from requiring documentary proof of citizenship to vote.
